ISO 9001 Resource Management Clause 7.1 Guide

ISO 9001:2015 requires an organization to determine and provide the resources needed to establish, implement, maintain, and continually improve its Quality Management System. Clause 7.1 covers people, infrastructure, process environment, monitoring and measuring resources, measurement traceability, and organizational knowledge. The organization must ensure these resources are suitable, available, maintained, and aligned with customer and regulatory requirements.

Clause 7.1 is the resource management section of ISO 9001:2015. It requires organizations to plan and control the resources needed for effective processes and consistent product or service conformity. This includes determining what resources are needed, confirming what is already available internally, identifying what must be obtained externally, and ensuring resources continue to support QMS performance.

ISO 9001 expects organizations to provide enough competent people to operate and control QMS processes. This does not only mean headcount; it also includes ensuring roles are defined, responsibilities are understood, and process owners have the capacity to maintain performance. Personnel planning should connect directly to quality objectives, process risks, customer requirements, and audit findings.

Infrastructure under Clause 7.1.3 may include buildings, equipment, utilities, transportation, hardware, software, communication systems, and supporting technology. The organization must determine what infrastructure is necessary for conformity and maintain it appropriately. Evidence often includes maintenance plans, equipment records, IT system controls, facility controls, calibration links, and documented responsibilities for keeping infrastructure reliable.

The environment for operation of processes includes the conditions needed to achieve product or service conformity. Depending on the organization, this may include temperature, humidity, cleanliness, lighting, ergonomics, noise, safety, or human factors such as stress reduction and ethical work practices. ISO 9001 does not prescribe one environment; it requires controls appropriate to the process risks.

Monitoring and measuring resources are the tools, equipment, software, methods, and personnel used to verify conformity. Clause 7.1.5 requires these resources to be suitable, maintained, and capable of producing valid results. Where measurement traceability is required, instruments must be calibrated or verified against recognized standards, identified, protected, and controlled when found out of tolerance.

Organizational knowledge under Clause 7.1.6 is the knowledge needed to operate processes and achieve conformity. It can include lessons learned, work instructions, technical standards, customer requirements, employee expertise, design knowledge, supplier knowledge, and industry experience. Organizations should protect critical knowledge, make it available where needed, and update it when processes, technologies, or requirements change.

Common audit evidence includes resource planning records, training matrices, maintenance logs, calibration certificates, equipment registers, facility controls, software access controls, process risk reviews, knowledge repositories, work instructions, and management review outputs. Auditors look for proof that resources are not merely listed, but actively maintained, monitored, and adjusted when performance issues or process changes occur.
